The US Treasury proposed rules implementing the COINS Act, covering AI systems, semiconductors, quantum technology, high-performance computing, hypersonics and biotechnology. The proposal would require notice for some transactions and prohibit others involving covered foreign entities; it is open for comment and is not yet in force.

Why it matters

The proposal could materially expand compliance duties for US investors and AI companies working across countries of concern, but final scope and effective date remain unsettled.
